Yep.  If a car overheats the thermostat would be fully open (assuming
it's not really, really slow or so high that it's not fully open before
it's overheated) and the system would have "hit the wall".  The
efficiency of the system does increase with temperature and airflow, so
it is possible to stabilise a system with the thermostat fully open
(either on its own or using fans).
