After sending the previous message regarding Grosse Jets, I remembered that 
on many H types there is a spring loaded pin sticking up out off the top of 
the float chamber cover. Tapping that pin will sometimes clear a bit of 
foreign material from the needle seat. This causes the float to bounce up 
and down.

Have you determined that both carbs are sticking or just one. Isolating the 
problem may lead you to the source.
