What a coincidence! I have Rostyle wheels on the one
with the sunroof otherwise you're describing MY car.
the VIN number is <85903661E>. I had Magstar wheels on
its evil twin but I dismantled that one last spring as
the rust was returning and the idle was not working
well enough to face the emissions test, *again*!

I asked the manager of my local tire store to try to
recommend a tire as close as he could get to the
original 165/14. He sold me:
Dunlop Touring D65
P175/70 R14
They're great.
I did have rubbing problems of the other Rover with
185s until I changed the straight rear upper link of
the 2000 with the "dog's leg" bent one for the 3500S
So....... on the 1969 Rover there is the "dog's leg"
upper link but with the Dunlop 175/70 tires.
