>From the hardware store you can get slow release foam in strips.  It's
used as either concrete spacers or weather stripping.  You can
distinguish slow release foam because it squishes easy and them springs
back slowly.   Unlike ordinary foam it's also fairly wind and water
resistant.  I'd suggest using this.

On my heater box rebuild I used under bonnet sound deadening between the
box and the bulkhead.  It worked but it isn't really springy enough.
Ordinary foam will just make things rust and closed cell foam isn't
compressible enough.
