Just had a closer look at the site

Luminous Intensity (lumens/source surface area) is covered, but there 
seems to be nothing on glare, which can be created when lumens are 
emitted from a small source area (LED).
Filament lamps have a larger surface area, which makes them less prone 
to glare, and are regulated by automotive design rules and regulations 
here in Oz. (21w for rear facing lamps). LED's are not.
