DRLs are meant to be Daytime Running Lamps; why are they the size of spotlights, and mounted in a useless location for anyone to notice during the day?

The sad part is that vehicle manufacturers are fitting these "lights" as
standard equipment without any interlock circuitry to the main headlights.
I understand, here in Oz, that driving lights are meant to be used only
with high beam and fog lights with low beam?
