Hi Chris,
Unless you are thinking of taking up a full time career as a welder, why buy 
the equipment? Here in the UK, any specialised equipment can be hired for 
much less than buying. Evening classes in welding and fabrication are 
available at colleges and technical institutes quite cheaply. Sorry but I 
cant help about the sills.
