My vote is a faulty float valve. Change the valve and
seat and check the clearance as pictured in the
workshop manual. Shake the float if it is the brass
one. Another test is to drop it into hot water and
look for bubbles.
I have had the problem you describe a few times and
it's been the valve needle/seat.
