Hi Lance,
As has been said already, the genuine has a weep hole .... I have seen 
aftermarket units both with and without a weephole here in Oz.

Unfortunately you don't get something for nothing ... the engine will 
still produce the same amount of heat .... if you want the engine to run 
cooler, the radiator must be able to dissipate the extra heat, as the 
total system energy (engine + rad) must stay the same.

If you go to a cooler thermostat, it will allow more hot water to flow 
to the radiator, so make sure your core is 100% and can dissipate the 
extra heat load.
