Compliments of the seasons.
It probably depends on why it is stuck - i have alwyas foudn that they need 
cleaning up before being re-wound back as they are exposed and pick up all 
sorts of road junk and this clogs the works.
Assume it remains stuck despte a good cleaning and lubrication?
>From memory brake fluid is the recommended cleaning agent there, tho others may 
have better ideas.
