These are HIFs aren't they?
In which case they have throttle shaft seals?
Otherwise put some oil on the shafts too, to block air leaks.
Try the heavier grade in the dashpots.

Yes, I've replaced the new needles with the ones that I removed,  
although I should say that they look like they've been recently  
replaced.
