Call me sceptical, I suspect that they are fitted purely for their 
cosmetic wanker appeal, not safety.
If manufacturers seriously intended for them to be *daylight* running 
lamps :-
1. they would have included a light or headlight activated interlock to 
disable at night.
2. Not mounted them 100 - 150mm from the road surface.
